- With respect to the operation of aircraft, it means an ILS (instrument landing system) approach to the runway of an airport, using the Cat III ILS approach procedure issued by the national aviation regulatory authority or another appropriate agency. In Cat III operations, there is no decision height and the minimum RVR (runway visual range) is 700 ft.
